Contacts are divided into three sections ? TSHEP Certified, Fannie Mae Home Buyers and Homeowners (formerly Homepath), and HUD Certified.? Some organizations are jointly certified, most often with HUD.? Those lacking HUD certification are listed under their certifying organization ? either TSHEP or Fannie Mae.?
TSHEP
In 1997, the 75th Texas Legislature passed HB 2577, which charged the Texas Department of Housing and Community Affairs (TDHCA) with the development and implementation of a statewide homebuyer education program, designed to provide information and counseling to prospective homebuyers about the home buying process. The Texas Statewide Homebuyer Education Program (TSHEP) was created to fulfill this mandate.
TSHEP aims to promote uniform quality of homebuyer education without duplicating the efforts of existing successful homebuyer education programs. The initial oversight workgroup included Fannie Mae, Fannie Mae Foundation, Freddie Mac, Neighborhood Reinvestment Corporation, Wells Fargo Bank, the Texas Agricultural Extension Service, and Home of Your Own Coalition.
To ensure uniform quality of the homebuyer education provided throughout the state, TDHCA contracted with the Neighborhood Reinvestment Corporation to teach local nonprofit organizations the principles and applications of comprehensive pre- and post purchase homebuyer education, and to certify participants as providers. To date close to 400 individuals have been certified as homebuyer education providers by the Texas Statewide Homebuyer Education Program.

Fannie Mae Homebuyers and Homeowners
The new For Home Buyers & Homeowners section of the Fannie Mae corporate website provides contact information for credit/homeownerhip counseling across the United States.? Many members of the Fannie Mae network were part of the Homepath program through Fannie Mae.?? These organizations offer a variety of counseling in addition to homeownership counseling.

HUD-Certified Counselors
HUD funds housing counseling agencies throughout the country who can give advice on buying a home, renting, defaults, foreclosures, credit issues and reverse mortgages. The following is a list of HUD-Certified homeownership counselors, as of 2005.? A majority of these are branches of CCCS (Consumer Credit Counseling Service).?
